台北上海雙城論壇23日登場，北京清華大學台研院副院長巫永平22日受訪指出，雙城論壇在兩岸官方交流中斷的情況下如期舉辦，傳遞出「兩岸民間需交流、交流要有前提條件、可做為其他縣市示範作用」等三項意涵；其他民進黨執政縣市若能有類似台北市長柯文哲的明確表態，或許也能與大陸交流；不過，蔡英文因既是總統又身兼民進黨主席，表態標準仍是「兩岸同屬一中」這個核心意涵。
